PHILIPPINES partial review [by Andres G. Diez For the last several weeks, radio commentaries leveled at placing Governor Cledera in an embarrasing position through insinuation that he committed a pu blic crime of dishonesty will produce no result com pensatory to his maligners. Even after our clear expla nation of the true history of the logs which were entrusted to the custody of Putianay Development Co. Inc., who was contracted by the Provincial Board to saw them into lumber, the personal enemies of the Governor still keep on insisting that he committed an act of dishonesty. Condemned Narcotics Destroyed President Marcos this week was informed that till narcotics in the possession of law enforcement agencies have been burned and destroyed, in compliance with a presidential directive to that effect. Col. Minardo B. Fifiones, chair man of the Opium Custodian committee reported to the PreBi that the seized drugs were burned last Nov. 15. Excepted were drugs which the PC Central Laboratory will use as standard samples in the examination of prohibited nar cotics and those which will be used as evidence in pending court cases against traffickers. These include 12 ampules of morphine, 26 ampules of Papaverine, 119 ampules of demcroi, 32 ampules of Pantopone, 11 ampules of Levo-Dromoran tartrate and 190 grams of Codeine Sulfate powder. The burned drugs consisted of morphine, opium and other narco tics seized from 1962 up to the present. Many of them came from drug stores, pharmaceutical houses, drug manufacturers and hospitals. The drive to isolate prohibited narcotics was the initial step taken by the administration toward the curbing of dope traffic. The opium Custodian Commit tee, in whose responsibility all narcotics seized by the different agencies of the government were given, is composed of represen tatives of the PC, the General Auditing Office, the department of health and the bureau of inter nal revenue. Funds for Rice Price Support IFe previously explained that the reason why Pu tianay included the 423 logs with their last shipment of logs to Japan was because of fear that they might be carried away by the strong current of the Lagonoy River which was then swelling because of the heavy rains. We should all take note that these confiscated 423 logs by the Burecu of Forestry were left floating at a certain part of the Lagonoy River tvhere they were received by Putianay. As wi said before, pending the termination of the construction of their big sawmill and having had no means of protectin g the logs from the strong current of the then swelling Lagonoy River, they decided to include them first with the*r last shipment to Japan but without prejudice of replacing them as soon as their mill starts to function. Now we are bringing to the public knowledge that the sawmill of the contracting company is already functioning and in compliance to their contract with the Provincial Board, the Putianay is now milling into lumber the 423 logs part of which is now ready for delivery to wherever the Governor orders the lumber delivered. All the way through, the people of this province found it hard to believe that the man they elected Governor after knowing him to be good is capable of destroying himself for whatever little he might get from an act of dishonesty. From his adolescense up to the time he became a Provincial Governor of this premier province, he has no record of acts of dishonesty. Why should he now think of soiling the honor that cost him abounding sacrifices to achieve, for a business he knows contrary to law which he swore to uphold and preserve? For the sake of justice, we appeal to the good citizens of this province to stengthen their confidence in their Governor. For if dishonesty was ever committed by the party that shipped them and not by Governor Cledera who had nothing to do with it. It is that simple for any man with a horse-sense to understand. But no efforts can make anyone understand a good thing who refuses to understand it. W.H.O. To Established Health Institute of Public Agreement was reached in Manila recently between the Government of Viet-nam and the World Health Organization to es tablish permanent training facilities for all categories of health person nel in order to meet the needs of that country’s public health services. A National Institute of Public Health will be founded in order to furnish these facilities. Health for V nam Institute by the World Health Organization as a result of special contributions by the United States of America and of the Nether lands. The financial assistance will provide buildings, teaching assist ance, and research fecilities. Mabuliayl Happy days are here again. • O Provincial Treasurer Jesus Calleja called up to ^rect. (lie impression created by an early morning radii that Ins office was responsible for the delay in the p■■ >9 of papers regarding construction of project ‘nJ"e.f llon lastic site at Pili. Mr. Calleja told me that the in'or™ ,on aired was a brazen lie, and an irresponsible one a that as released by some people in the. office of the Public Works District Engineer at Camaligan. According to ■ of Mr. Calleja's office, .lie papers in question were prepur a November 4th at the BPW office but f^warded to Us office (Mr. Callejas) only on the ajternoon •/ DecemWf 2nd (late in the afternoon) as lie was preparing to leave jar Manila on ofjiciol busmess. o • Morning of December 9th, upon his return from Manila, he acted on the papers and sent illback.lo the tirW of I ice. It is therefore crystal-clear that his of) ice is not res ponsible for the delay. Project Engineer Jesus E. undo ol the BPW clarified the point by saying that he did not blame the office of the Provincial Treasurer for the delay. Il was according to Mr. Efundo a case of misunderstanding, lie merely pointed out, he said, thatthe papers were still in the office of the Treasurer - admitting in effect that he delay of one mohth was made tn his office. People should be careful with statement they make to avoid misunderstanding. President Marcos last week gave assurance to the small farm ers of the country that the gov ernment thru the RCA will start a massive rice-buying program, who under the law are entitled to priority. President Marcos’ action came in the face of the growing de mand for local rice in inter national markets. The President directed the Philippine National Bank to start releasing at the rate of Pl mil lion a day to the RCA for the latter’s palay procurement prog ram. Col. Osmundo Mondonedo, RCA chairman and general man ager, informed the President that the purchase of palay on a big ger scale has been made possible by the exportable qualities of local produce. The President was informed that the outlook for Philippine rice exports has considerably brightened with the 26,000 tons shipment to India and Indonesia. This rice export is valued at more than P15 million. The Provinces who will bene fit from the funds ordered re lease for rice buying from PNB branches include Isabela, Tarlac, Leyte, Iloilo, Capiz, Antique, Zamboanga del Norte, Zamboan ga del Sur, Bukidnon, North Co tab a to and South Cotabato. Other areas of the country will be served by the second & succeding releases Mondonedo said. Francisco J. Dy, Director of WHO’s Western Pacific Region, signed the agreement. While the Institute will play a major role in co-ordinating the training of health personnel re quired ti staff the expansion of health services in both urban and rural areas in Viet-Nam it will also engage in operational research into public health methods. The Institute will thus provide a focal point in the development by the government of health standards in the ».< untry. © o My man, Fred Cledera, a congressional timber (yakal) for '69 is a humble man. He does not go around blowing Ins horns <not devil's horns of course) about his qualifications to represent the people of the 2nd district of Camarines Sur. 1 just learned from reliable sources that he is the Executive Vice President of A. C. Lay son and Company, a general con tracting firm. Fred, ia other words does not only ..have degrees (excluding third degree) but the man has business know-how. © • Mr. Andres Diez told me that Putianay will soon deli ver the timber it is supposed to give to the province for the logs it has received for sawing as contracted. Mono Andres is still sore at some newsmen who according to him have abused an innocent man. 1 hope to God he will not ask the Governor to construct a bigger jail to house those '‘guilty" newsmen. As for me Mr. Diez, guilty or not, 1 am willing to go to jail - but mind you I am not going to stay there. I will only visit prisoners "tortured" by your favorite PC investigators. The Association of Barrio Councils seminar held at the station DZRB last December 1st was told by the Pro vincial Treasurer, Mr. Jesus I. Calleja, one of the resource persons, to exercise their taxing powers to augment their in comes and to organize cooperative unions for the benefit of their respective barrios. © e Mr. Calleja also explained the various aspects of the Bar rio Charter Law. He also emphasized that as much as possible Barrio Councils should organize to operate because of the fact that they are not ulilizi" P300,000 of funds belonging to the Barrio Counci.s as of September 30, 1968. That should open the eyes of Barrio Folks to the need of .availing of funds they own. The information came right from the mouth of the horse. © © Doc Cledera asked the contractors assembled in conference the other day if any of them were approached by some govern ment officials for a peso kickback per cu. m. of sand and gravel they delivered to the interscholastic site, as published by a local paper. The contractors all denied or said nobody asked them any kickback. I was tempted to stand to ask them that since nobody was collecting, then I will collect, but a friend besides me asked me not to do so. Plain curtailment of freedom of expression. So, gentlemen contractors, I am collecting. This time it is not a kickback - only plain KICK on your belly. More qualified men I suppose, will soon be placed in the limelight when their names are called for inclusion in the official family of the President. I don’t like be believe that Bicolandia doesn’t have even a single name to attract Presidential attention this time. ★ ★ The recent designation of Dr. Amadeo Cruz as full-pledge Secretary of Health has of course closed all avenues for Albay Governor Jose Estevez who was earlier mentioned for the Health portfolio immediately after the death of then Sec. Paulino Garcia. Nevertheless, Albay and Camarines Sur still have former Undersecretary Jose Crisol and Rep. Felix Fuentebella whose eligibilities and capabilities to assume the Defense and Public Works jobs res pectively could hardly be questioned. But then, under our system it’s always the President who must have the last say. it AThe publication of a report saying that "FM to suspend Cam. Sur Governor”, has inevitably placed the credibility of certain newsmen and d local weekly at stake. Somehow, most people are already aware of the fact that there must be a complaint and a complainant, and an investigation (nonethe less), before the probability of a suspension order could be ever imagined or presumed. To say other wise, is to place the "horse before the caretela”* * Retired Minister Pete Ampoloquio observes that the handsome Mayor of Parubcan is the only “Israe lite” who looks more like an Arab. He even won ders whether Parubcan could be considered "the land of promise” as referred to in the Holy Scripture. For, one thing, I have it on good authority that it was, a certain portion of Lagonoy Gulf, and not the Red Sea, that once upon a time, opened a dry passage for Moses (not Habana of course) and his group only to close afterwards to drown the pursuing Egyptians. It may interest the Monkey Businessman to know that the exact course taken by the Prophet from coast to coast was: "from point 'X’, known as the island of Atolayan, now near the town of Sangay following a straight line 10 degress East Northeast to point 'Y’, now known as the island of Aguirangan near the barrio of Maafiagas, then following another straight line 90 degrees East to point ’Z’, known as the village of Parubcan”. It wus in that village where Moses left the "Israelites” to settle, multiply, and to establish electoral precinct No. 4 (which was not to be know until the 1965 elections); while he ascends Mt. Putianay, known then as "Senai’ to received the immortal Ten Commandments Reference: Flyleaf "A”, Old Testament. ★ ★ Alc:co buses charge Pl.25 per passenger from Naga to Sipocot via Balongay. It is about time President Marcos and the Monetary Board impose control or face the danger of revolution. Our country is going to the economic doghouse unless we start immediately protec • ting our own people and our own economy. Foreign manufactured goods that could easily be manufactured in our. country are flooding the Philippines. Machines that could build our small factories are never acquied. That is why we con tinue buying packaging plants that hardly increase our production. As a result we are languishing into a perennially agricultural country, the proverbial hewers of wood. Our trade balance is con tinually growing against us. Our overall national progress dips to 2.4% while our population growth soars to 3.2%.f Our per capita income is lower than Japan, Taiwan, Malaysia airiUThailand. That is why the poor in our country is getting poorer, our", rich growing richer. That is why the prices of commodities are rising faster here than in other countries while our labor wages remain stationary, is why our squatters are- mushrooming, seven million of our people are jobless, five million children out orschools. This trend cannot continue for long. A povetty stricken people may lose their patience someday and rise Even affluent France, Gemany and Bahamas are swirling in demonstrations. Hjw much more the poor Asiatic buffetted by uncontrolled population growth. Students in many countries are restive. Philippine youth are not that stupid not to realize what is happening in other countries, nor not^to know the misery of the Filipino people. The tragedy is that this economic plunge to trouble could be easily arrested, if we only would try. The Central Bank, the Monetary Board and Malacanang has all the powers to institute economic reforms without need for addi tional legislations. For instance, the Central Bank can announce that in two years no more than 50% of the usual dollars would be allowed to buy spare parts.’ You can bet your soul that Filipino and foreign capital will race to put up factories to supply us with spark plugs, generators, axles, etc. Today look at the stupid spectacle of 35 vehicle assemble plants in Manila area. Yes, a small country like ours has 35 assem bly plants. earnings through grants * Here is another example. Malacanang and Central Bank can nr InnnQ TnfjB^culty train-^announce that beginning 1969 only 80% of the usual dollars would ^opment he allowed to, buy powdered milk; in 1970 another cut of ,20% is ■ • applied till we trraduallv eliminate milk imparts. Just you watch big dairy plants come uo in our country. Watch our people pamper their cows like babies. But look at our stupidity today. We throw P450 million to subsidize tobacos which is a vice and notdas centavo to milk. Spare parts and milk are just simple examples of how we can protect a young industry and encourage new ones. Here is another example. Baby hand agricultural tillers ace here to stay. It will eventually replace c t"rabao in our fields. Yet what do we do? We just sit smug and. importing all our hand tillers from Japan when all the small fra'efSfi we need could easily be manufactured in our country. India and Taiwan are now manu facturing their own hand tractors. Everybody knows that the Philippines attained unprecedented industrial progress during the import control days. Factories sprung / up, production increased. Since full decontrol wa? instituted, our economy gradually went .down, Marcos made it (worse. America, Japan, England, Israel applied Jtheir own controlEven Australia impose milk tarnfs on New Zealand, her former daughter. Even the common market is nothing but a tall tarriff wall. But the Philippines lives on the hollow pride of free enterprise on an empty stomach. Masba'e Diocese is notv independent as lono as < VV L concerned. President Let me repeat, our economic train is running headlong into a crash. That is why the government is forced to resort to police state, to use the PC to repress discontent, to strike fear into our people to appease their economic difficulties. It is about time President Marcos wakes up to the exploding crises. Not so much for himself and our generation but for heaven’s sake, for our children and those yet unborn. Mrs. Chuchi Bayot became the first CWL diocesan president of the diocese of Masbate last No vember 17th after the organiza tional meeting that was held here in the Cathedral of St. Anthony de Padua’s Rectory Hall. The affair was graced by the presence of Most Rev. Porfirio R. Iligan. Bishop of Masbate, Mrs. Nestora Benetua, CWL na tional president, Mrs. Rosita Ro sales, CWL national board mem ber, Mrs Virginia Manalac, Sorcesan secretary and Mrs. Con chita Altarejos, Sorsogon CWL treasurer. Otherwise will have no more choice. Or this progress, if it may be called such, wi'l be attained, not through self sacrifice and voluntary discipline, but through state discipline im posed harshly and brutally by communist dictators. Progress in freedom will then be supplanted by-, human slavery for the mater ialistic advancement of a Commu nist state. Difficulty of Task Our task embodied in our choice to effect progress in freedom is difficult of achievment. 1 his is so because our problems have mul tiplied and have become com pounded through all these vears. But it can and must be achieved. There's still time. But we must m ke eviry minute counts. "sD.ial volcano” is seething ru nbling. The and Our Problems At the core of our problem is the so-called population explosion. Our present population of L5 or million is increasing at the r of 3;2 per cent every year, more than one million. It is ___ woi.der then that the financial resources of the government are strained for more educational and hea'th facilities, infrastructures and housing projects and the creation of mpre job opportunities for the ever-growing legions of the unem ployed, not to mention the re quirements of national defense, and internal peace and order. Aggra vating these problems are the stupidity, cupidity and immorality of politicians and their protegees. May their tribe decrease. From Local To National Since the national government is overburdened with basic de mands from the people and with putting up economic and industrial projects, one way of solving our problems is to start locally, to appraise and utilize local values, to marshal and harness local talents and resources, like what this Rural Congress is doing. This is the sen sible way to start, from the bottom to the- top, from the local level to the national plateau. This admira bly is self-help, not waiting for help from the national government, although help is welcome. Works and Goals The main goal of this Congress is the social and economic develop rrent of the twin piovinces of Camarines Norte and Camarines S ir, including the cities of Naga and Iriga, as a means of impro ving the livelihood of the povertystricken masses, brightening their hopes for the future and streng thening their faith in our Christian traditions. The masses should be educated, guided and helped in de veloping their initiatives and exploi ting the natural recources of their community. These can be done by you, the delegates to this Congress, ;en. Dominador Aytona through person-to-person contact the holding of seminars and the organization of credit and coope rative unions. Projects Individual or group projects, such as poultry, piggery, home or cotta ge industry, shuuld be established after careful studies and plans are made, including the human and natural resources of a particular community, marketing and trans portation of goods. The point to be considered here is the tapping of local values-manpower and in digenous resources. These projects should be started modestly and gradually expanded for effective control and supervision. Training and Organization The delegates to this Congress should initiate the putting up of small economic projects. They should organize and trnin workers for these projects. And they should bear in mind that the initial pro jects are the crucial ones for on them rest the hopes and encou ragement of the rural masses for a productive life and active com munity participation. Consult with Bideco, PAO, P2O, Etc. To cut down on studies and plans, the delegates and the pro ject workers should consult with the personnel of the Bicol Develop ment Company, the Presidential Arm o.i Commut.y Development, the Philippine Rural Reconstruc tion Movement and other agencies. From the materials and counsel of these agencies and out of their own ideas and plans, they can fashion their own blueprint for socio economic development. Accumuhtfon of Capital Capital is hard to come by. But those who are able to contribute to the formation of capital should be persuaded that they are inves ting, not only for monetary pro fits, but for the improvement, per haps the saving of human lives Filipino lives - and for the pre servation of our freedom and sacred institutions. In other words, this Communists Stepped up Terrorism: 213 Civilians Killed, 496 Wounded by Terrorists in 2 Weeks Viet Cong terrorists killed 213 Vietnamese civilians, wounded 496 'others and kidnapped 150 throughout the Republic during Terrorists incidents during the period totaled 373. These figures were compiled from reports made by the National Police and the combined Information Center, Vietnam, which collects for the record ! civilian casualties caused by Viet ' Cong terrorists and reported by free world military forces in V’nam. Since January 1, Viet Cong terrorists have initiated 8,332 inc'dents, during which 4,805 civil ians were killed, 10,719 wounded and 7,601 kidnapped. These figures do not include the 7,424 civilians killed and the 15,434 civilians wounded during the;Tet offensive last February nor those killed or wounded during the May offensive. Be cause of heavy, widespread fight ing during these periods, it is impossible to determine how many of these civilian casualties resulted from regular military action. Contribution for the formation of capital can come from affluent members of the community, government officials and employees, priests and religious leaders to be channeled into a credit union. Virtues of Production The success of a project, even how modest it is, will draw the attention and admiration of the people to the virtues of reduction which will banish away apathy, indolence vic» and other evils. This is specially important to children to emulate virtues of their leaders, not examples of lazi ness, immorality, coruption, drunkeness and what-have-you in the book of Satan1 More or less, a strong and honest soul dwells in a socially and economically se cured man. And finally, let us remember the words of Bishop Fulton J. Shean in the first para graph of the first chapter of his book “Peace of soul”: “Unless souls are saved, nothing is saved; there can be no world peace un less there is soul p’ace. World wars are only projections of the conflicts waged inside the souls of modern man, for nothing hap pens in the external world that has not first happened within a soul.” ^ecembec 14, 1968 JSBiccI JBtar 8-31 Editorial The Filipinos should Understand their Geographical Position 'Nuptials DR. Reception will follow at the Open Room, Aristocrat Restaurant, Cubao, Quezon City, By virtue of the special relation between the Americans and the Filipinos for a period of forty years, human nature bound us to feel as a part of America. This human feelings became universal in the relation ship between a colony and colonizer. In the case of the Philippines, it was also human nature that the gradual strangement between Filipinos and Americans had to take place from the day the Philippines was granted its independence by America. Hoivcver, in order to avoid abrupt curtailment of relationship, a treaty for mutual defense was approved by the two countries But the dependability of that treaty becomes void once either of the contracting parties finally comes to realize that one is only a conti nuous burden to rhe other. And this means to be the attitude now of the new U.S. Ad ministration under President Nixon. In conformity with this U.S. policy, the time has come for us to follow and stand firm on a policy that will insure our own survival. And our national survival is in our full comprehension of the fact that our country is in Asia which therefore, re quires us to live in harmony and in peace with' our Asiatic neighbors. While it is true that within the perimeter of the Orient, China, North Korea and North Vietnam have embraced a communistic form of government, India, Pakistan, Burma, Singapore, South Korea, South Vietnam, Cambodia, Australia. New Zealand, Malaysia, Indonesia, the Philippines, the Republic of China and Japan are democratic countries. It would amount to a disservice to his country for any Asiatic nation to believe that co-existence among Asians is impossible because there is no such thing as impossible for any government if its concern is only the progress and happiness of its people. The viewpoint of President Marcos towards concentrating his efforts in building a new Asia on the basis of mutual cooperation and assistance among all Asiatic co’n'rws would be fully supported by our people.—A.C.D. Luna St., City of’Naga A Part of History Marcos Ready.., Taking a humanitarian view of the Huk problem, the President declared that the problem now existing in Central Luzon is essentially a social problem, caused by conditions of poverty and forced upon the people by the feudal terms of land tenure. As such, he said, it should be solved only by means of social action. The President stressed that these conditions can be changed only by “providing the poor of greater economic independence, better opportunities for education, and modern facilities for pro tection of their health." Realizing these problems when he took over, the President said, that in June 1966, he launched the Central Luzon Development Program with the immediate goal of accelerating greater f agri cultural productivity. Some 26 government agencies are coope rating to achieve the objectives of the program. The President reiterated the policy shift after his conference with Central Luzon provincial and municipal officials and AFP officers, saying that the peace and order in Central Luzon is the primary responsibility of local leaders. It was at the time conference where the Pampanga mayors reported to the President that the reported killings in their province have no relationship with the progress of social action NOTICE Pursuant to Section I, Rule 74 of the Rules of Court, notice is hereby given to all whom it may concern that the Heirs of the late GERVACJA LLAGUNO who died intestate on June 6, 7956 in Lupi, Cam. At the same time the President reiterated his former stand that the military pull-out was not a sur render to the Ruks or other law less elements, but actually a recog nition of the achievements of the military drive in the area. The President spoke during his weekly radio-TV talks wherein he apprised the nation of the govern ment’s effort in containing and solving the peace and order pro blem in the strifetorn region. "Let me assure you”, he said, “that we are simultaneousy attack ing the problem of narrowing the gap between the rich in the poor, between affluence and misery, in other places, less dramatically, perhaps, but with the appropriate means and resources.” On the military pull-out in Central Luzon and giving local executives the responsibility of carrying out peace drives, he said that army detachments are still assigned on call by civilian authorities and battle-ready for any emergency. "We are trying to reestablish hope in the lives of the poor and neglected and make them feel once more that there ere opportunities fo’r- advancement avail able to them”, the President said. “Thfe means a civilian approach to the problem”, he said, “and in this meaning, the main tasks are to improve, income, health facilities, speedieration of justice, protection of individual rights, better response t«> grievances, and a general improvement in living condition for the masc s.” In the question-arid-auswer por tion of the talk, the Piesident stated that: 1. The killings are traced to partisan politics and has nothing to do with the implementation of CLDP; 2. The CLDP projects will con tinue and will be intensified to meet the threat of subversion. 3. The administration of justice will be upgraded and broadened by putting up more judges, and activiting mobile courts. 4. That civilian para-military agents will be amply protected and will accorded with same privileges provided by law as barrio captains. Rada-Ba'donasa... Dumaguia and Del Agravante with William Mesia.
