In a memorandum to Secre­ tary of Education Onofre D. Corpuz, the President also or­ dered that a survey be • imme­ diately conducted to determine where more vocational schools can be set up as soon as possible, with national and local needs and capabilities as the primary criteria. The reexamination of curricu­ la in state vocational schools is aimed at affecting a more vigor­ ous implementation of the gov­ ernment’s program of accelerat­ ing employment, developing outof-school youths, and relating vocational education to national development. The development of vocational education, for both students and out-of-school youths, has been given emphasis since the early part of the President’s first In March 1967, the President asked then Secretary of Education Carlos P. Romuio to coordinate with the Department of Labor in developing vocational educa­ tion in public schools. He asked that innovations in the school system aimed at vitalizing voc­ ational training be explored. The goal, he said, is to give the country a pool of skilled workers for industry. The President has always viewed vocational training as pertinent to the present stage of development of the country, when skilled labor and technical specialists are needed in almost every area of enterprise. The President specially asked that the program be focused on the secondary level because many students drop out of school at this stage. The plan to give out-of-school youths and adults wider oppor­ tunities for gainful employment led to the adoption of the man­ power development program. The author of the crime whose nime was not yet revealed to the Star is now confined in the municipal jail in Calabanga the report said Southern Luzon NIC A holds Seminar in Legazpi LEGAZPI CITY — The Na­ tional Intelligence Coordinating Agency (NICA), through its Re­ gional Office for Southern Lu­ zon, recently concluded a threeday Seminar on Intelligence and National Security at the Regan Barracks Office in this city. The seminar, held from June 16 to 18, 1970, was designed as an orientation course on national intelligence and security for gov­ ernment officials who may have access to classified information. Participants came from agencies and offices in the Bicol and Southern Tagalog provinces. Resource speakers from the NICA head office were: Atty. Nestor F. Domingo, Atty. Jaime R. Gamad and Mr. Aristides G. Osorio. They discussed the fol­ lowing subjects: The Presidency and the National Security Coun­ cil; National Intelligence Board; NICA; Problems of National Security (Foreign and Domestic); Security and Counterintelligence; Personnel, Document and Physi­ cal Security. After each session, an open forum was encouraged for better interpretation of tbe discussion. The seminar was the first of its kind sponsored by the NICA and the brainchild of Mr. Her­ nando R. Now, as in the past, during the critical political bat­ tles of the giants, Fuentebella, Alegre, Vera Locsin, de Vera, Ocampo and their generals, the thought of killing any among them was en­ tirely decreed as not a part of the game. Ex-Governor Frivaldo, the bitterest critic of the present administration is a Liberal, and as such, only counts with a small number of des­ perate followers. Politics reduced him to paupery, yet, he is still held in high appreciation by most partyless Bicolanos. As I See !t BY B.M. DUMAGUIN Another Filipina nurse in the Chicago area had been strangled to death. That makes three Fili­ pina nurses victim in that area already since 1966. Who said we are a nation of lawlessness. What crimes are perpetrated in that country of the great and the brave and money, make any crime committed here peanut. Yet in our papers everyday we read stories, gory crimes, rape, holdups, murders and many others played prominently as if we are really a i nation ready to go to the dogs. Present crops of columnists, newspapermen and publishers love to play up ugly uncomplimentary things about their country as if they will be­ come great also if they do that. I know of at least several co­ lumnists who enjoy to picture their country as the worst in the Far East. Well, that is their priviledge. But by gumm, let him not do it for his enjoyment be­ cause we too, all the Filipino people for that matter, are in­ volved in their downgrading orgy. Equally, there seems to be something very painful in the neck of at least two columnists that I know, of how Mrs.'1 Mar­ cos is being played up in the newspapers in Japan. I do not mind how they reacts but what is revealing is how sour they picture the First Lady. Their piece borders between redicule and contempt. Their style of kibitzing is suspicious. Tnere is dislike in the color of their phrases. If they are great as they tend to make us believe, let them (newspapermen and columnists) consume more of their time in constructive comments. News­ paper space are expensive. Why not devote them for better pur­ poses. After all they too are Fili­ pinos, unless they think they are otherwise. The Bicolanos are about 100% appreciative that there is yet one in our region whose love of country and his people was never the least affected by his successive defeats in the polls But that is not only the reason that makes Frivaldo a distinctive and exemplary citizen. It is his criticisms which are truly strongly founded and by the civility of the language his charges against the administration are couched in. It is free from contempt and abominations compared to those of Aquino's and others of his kind. The general consensus is that Frivaldo's are based on facts and Aquino's are full of lies.—AGD The Star Witness By: ELIX ABEJERO July 4th will be celebrated as the Phil - American Friendship Day. Friendship Day, my Knee! ‘I have always regarded the day as our own true and correct IN­ DEPENDENCE DAY. Look at the people's reaction of the celeb­ ration of our newly legislated in­ dependence day? Very very cool. People have forgotten to give meaning to the celebration as they used to give when we Were yet celebrating the glorious July 4th Independence Day. Why, have we lost our respect, to historical facts and events? As I remember, the fever to change the INDEPENDENCE DATE snow-balled when the Adminis­ tration of that period did not like the way our War Damage dif­ ferential payments did not come as expected. But why equate that event at the sacrifice of true and correct facts which is history in any angle you look at? As I See It, semantics played during the celebrations in the halls of Cong­ ress to consider the change of the date of our Independence date, worked heavily in favor of the change. Oh me, that is the price of sending too many dema­ gogues, not lawmakers to cong­ ress! The Secretary of Education have at least come to his final announcement and decision as to when schools will finally open. Well, that’s a good news to stu­ dents who are watching for the date of opening eagerly. They must have stocked er.ough molotov bombs and newly coined slogans by now. After all that and many others are their daily Aerobics, a Run for Dear Life; Paternal Leave! Why Not? Some 2 months ago I made mention here something about aerobics as a means to maintain physical fitness, that is, by walking, running, swim­ ming, cycling, or handball. Since then, I kept on re­ ceiving numerous queries on the subject mostly com­ ing from people who are overweight, and who eat, smoke, and drink (.liquor) a little more than the average individual. Frivaldo Columnist The Bicol Star Dear Johnny, Accept my heartfelt support for the sympathy you have been; giving to the plight of small coconut farmers and producers whoare to this time, despite the continuing progress in agro-industry, still groping for their proper place in our scheme of development.. There is no gainsaying that the fruits of any government eff >rt for the improvement of any segment of our country’s population, should accrue to the greatest number of inhabitants. For the coco­ nut industry in particular, I believe, as you also believe, that the benefits arising from any special attention that the public sector may afford the industry should be distributed in a manner that will ele­ vate the economic status of small, independent, and oftentimes dis­ organized coconut farmers because they, after all, constitute the greater bulk and therefore, the backbone of the industry. To this tenet your humble friend is deeply committed. Allow me therefore, to correct some misconceptions which might have been engendered by an item in your column of May 23, 1970, in which you stated that Senate Bill No. 153 instituting a coconut investment fund and creating a Coconut Investment Com­ pany for its administration "would benefit mostly the big copra ex­ porters and cartels but leave out the 550,000 small planters with 1 to 5 hectares each.’’ Statistics on land ownership and production gathered by the Philippine Coconut Administration reveal that there are 494,000 co­ conut farm lots throughout the country. Of this total, 325,000 (65.79%) are less than 4 hectares in size (small) with a total hectarage of 500,040, representing 31.8 per cent of total land devoted to coco­ nut production. The average landholding in this category is 1.723 hectares. There are 160 000 farms (32,3$%) of less than 20 hectares (medium) holding out 928,000 hectares of total coconnt lands, or 52.7% of total hectarage. The average landholding in this category is 5.8 hectares. Those over 20 hectares (large) to:al 9,000 farm lots (1.82%) with a total 273,000 hectares of total lands planted to coco­ nut, representing 15.5 per cent. Average land holding in this catego­ ry is 30.33 hectares. The figures for annual gross of the three categories of farms reveals that the total number of farms of the less than 4 hectares category amounts to roughly P35O million; those farms of less than 20 hectares, P554 million; and those over 20 hectares, P163 million. Since the 55 centavo tax will be levied on the first domestic sale of every 100 kilograms of copra sold, the tax proceeds will come most­ ly from the first and second categories of farm-holdings because their combined gross would amount to more than 80 per cent of anticipated annual sales. And all candidates should be given as much as possible equal media time and space. Now, all these safeguards are contained more or less in the bills filed by Senator Pelaez in the Senate and Congressmen Im­ perial and Montano in the Lower House. So what should we do? We should urge the speedy pas­ sage and approval of this law in order to ensure that the Consti­ tutional Convention will be truly representative of all sectors of our community. All segments of our people should be represent­ ed. Moreover, in order that the amended or new Constitution may truly express the sovereign will, the goals and aspirations of all our people, it is necessary for us to conduct a nation-wide in­ formational and educational cam­ paign regarding the proposed Constitutional reforms. Nor is it enough that a candidate be honest, patriotic, and learned . . . Each candidate should therefore, raise issues based upon concrete reforms he intends to espouse ..” All of us, therefore, have the duty to study proposed Constitu­ tional reforms discuss them with our neighbors, with co-workers in our office, in the farms, in the factories, with all our people in the barrios and rural areas, so that come November 10, 1970, our people will be able to vote intelligently in their choice of their delegates to the Constitu­ tional Convention. Now, the next point is: Just what are some of these basic de­ fects in our present Constitution, and what are the proposed re­ forms? Time will not permit us to discuss these in detail but here are a few highlights. First, we all complain of the excessive concentration of powers in the Chief Executive in our present Constitution. This was originaiiy so because we wanted a strong President, but now we see that this is not good for our country. So what are the pro­ posed reforms? First, we shall study measures for the adoption of a parliamen­ tary form of government or a semi-parliamentary form similar to that in our former Malolos Constitution. Second, a return to the uni­ cameral legislator; there is no need for a bicameral legislature. Third, deconcentration of pres­ idential powers and give more power to local governments. Fourth, if we decide to retain the presidential system, then there is a growing consensus that there should be a fixed term of six years without re-election. Second: Expensive elections. We all know this; we are all complaining about this - - that our elections have grown prog­ ressively more and more expen­ sive and, consequently, less and less democratic. It sis estimated now, and these are conservative figures, that a presidential can­ didate need at least P100 million, a senatorial candidate at least Pl million, and a Congressional candidate needs at least P500,000. As a matter of fact, Mr. Max Soliven quotet) one sena­ torial candidate as having said after the last elections that, ex­ clusive of government funds and expenditures, no less than, P200 million were spent. DIEZ A Tribute of High Appreciation The BICOL STAR highly commends the efficiency and devotion to duty of the Naga City Police Depart­ ment for the apprehension of one of the maniac­ murderers of the late Jesus Diez of Camaligan, Ca­ marines Sur, and Hermentgildo Odiamar of Pacol, City of Naga. Long wanted by the police departments of Ma­ nila, Quezon City, Pasay City, Makati, and Caloocan City for a series of murders and other high crimes, they have succeeded to evade apprehension by the said forces of the law. It took the Naga City Police to prove that no criminal is so evasive and slippery enough if the law-enforcers who are after them are consistent and determined to get them at all costs. Even if only one of the group consisting of several maniacs has fallen into the claws of the law, a great amount of satisfaction has been rendered to the ag­ grieved parties by the superior sleuthing of the Naga detectives assigned to solve the murder cases. TJiis satisfactory result is totally in contrast with the two pending murder cases in the same town of Camaligan entrusted to the local Philippine Consta­ bulary and NBJ since more than 6 years ago. Despite the fact that both murders were committed early in the evening under separate dates, until now, the PC has miserably failed to find a satisfactory solution of these two pending cases. It is feared that they will have' to~ remain in that status until the end of the world. The Citizen . . . bent wants to run for re-electic n, very often he uses alt means at bis command in order to be re-elected, and certainly this is one evil we are trying to avoid. We complain also of the exces­ sive powers, privileges and pre­ rogatives of members of Cong­ ress. Well, there should be cons­ titutional limitations on these powers. For example, prohibition against the practice of one’s pro­ fession in order to avoid undue advantages for a legislator’s clients or business; prohibition against intervention in business so that there will be no or less self-ag­ grandizement in Congress; also prohibition against well-known political dynasties. Third: Lack of representation. This is ^ne of the complaints as the root of the current un­ rest. Why? It is because some people believe, and perhaps rightly so, that they are not truly represented in Congress and so they have to resort to what is known as the "Parliament of the Streets”. It is said that our two major parties do not adequately represent the people; that there is no real alternative to the party in power. What after all is the two party system? The two-party system means that to the party in power there should always be an alternative. And if there is no alternative, then the people may be driven to the so-called extra-parliamen­ tary opposition. Now, what is this due to? papers that there are at least 50 millionaires and multi-millionaires now in Congress. This only goes to show how expensive it is to be elected. Now, what are the proposed reforms? First again, adoption of a parliamentary or semi-parlia­ mentary system where the Pre­ sident or the Prime Minister or the Chancellor, call him what you may, is elected directly by the legislature. This is to be done by’ secret ballot and with other safeguards so that there would be no buying of votes. As you very well know, a pre­ sidential election, being a nation­ wide popular election, is neces­ sarily expensive. The presidential candidate has to campaign all over the country once or twice or even three times and he has to distribute as much patronage as he can. On the other hand, in the parliamentary system, or semi-parliamentary system, if you think the parliamentary sys­ tem is too unstable for us, we have the President or the Prime Minister or the Chancellor elec­ ted by the members of Congress from among themselves. Now, another point: There should be no immediate re-elec­ tion for all elective officials, fr om Congressmen and Senators down to barrio council officials. Why is this so? Don’t we want pro­ fessionalism in politics? Yes, but at the same time we know the evils that re-election entails.
