- 10 ^Ijc ^icnl J^tar Jlerrniber 14, 1968 FM Bares His Policy On Central Luzon Problem President Marcos this week said that the emphasis in the administration’s peace and order problem in Central Luzon is due to nature as a national problem and not merely a local one. At the same time the President reiterated his former stand that the military pull-out was not a surrender to the Ruks or other lawless elements, but actually a recognition of the achievements of the military drive in the area. The President spoke during his weekly radio-TV talks wherein he apprised the nation of the government’s effort in containing and solving the peace and order problem in the strifetorn region. "Let me assure you”, he said, “that we are simultaneousy attacking the problem of narrowing the gap between the rich in the poor, between affluence and misery, in other places, less dramatically, perhaps, but with the appropriate means and resources.” On the military pull-out in Central Luzon and giving local executives the responsibility of carrying out peace drives, he said that army detachments are still assigned on call by civilian authorities and battle-ready for any emergency. "We are trying to reestablish hope in the lives of the poor and neglected and make them feel once more that there ere opportunities fo’r- advancement avail able to them”, the President said. “Thfe means a civilian approach to the problem”, he said, “and in this meaning, the main tasks are to improve, income, health facilities, speedieration of justice, protection of individual rights, better response t«> grievances, and a general improvement in living condition for the masc s.” In the question-arid-auswer portion of the talk, the Piesident stated that: 1. The killings are traced to partisan politics and has nothing to do with the implementation of CLDP; 2. The CLDP projects will continue and will be intensified to meet the threat of subversion. 3. The administration of justice will be upgraded and broadened by putting up more judges, and activiting mobile courts. 4.
