EDITORIAL ORGANIZED SAFETY The organization of safety work in the Baguio district marks a decided step forward for the Philippine mining industry. While the larger operators have been carrying on this work since their start, many of the smaller companies have not been able to afford as much equipment or to devote as much time to educational work as might be of advantage. In this · connection it is interesting to note that the accident rate in the Philippine mining industry is low in comparison with that of other countries. This fact is even more significant since mining is a new industry in this country. Until a few years ago there were but a few hundred laborers in Philippine mines. In the countries where mining has been established for generations, there is usually plenty of trained labor. In the mining areas of the Western United States, for example, the young men are familiar with mining terms and with mining operations, as a matter of course. Iu this country it has been necessary to import trained engineers to act as shift bosses. Much of their work has been the training of labor in the mechanics of mining and of milling. Along with this p1 actical training, they have as a matter of course, taught safety and first aid work.
