Aprobado. REMARKS BY. REPRESENTATIVE MELENCIO Mr. MELENCIO. Last Saturday, Mr. Speaker, 1 stood here to ask for the suppression of severar items in the appropriation bill which J considered superfluous. J argued that the country was clamoring for economy and retrenehment and that we here would be setting a fine example, an example that will be aplauded throughout the land, if we began the economizing in the House of Representatives.. To my eternal surprise, Mr. Speaker, after 1 had concluded, the gentleman from Jloilo, Mr. Confesor, who has eVer been a staunch advocate of economy and .system in public expenditures, stood up, and 1154 DIARIO DE SESIONES in bis own spectacular way made me the target of bis bitter sarcasm and unbridled vilification. · Instead of discussing dispassionately the merits of the severa! items I wanted suppressed, he selected onJy one of them, that pertaining to investigations, and furiously assailed my proposition as inspired by sinister influences. He showered on me the scalding waters of bis wrath, proudly walking up and down this aisle as if ready to annihilate and crush everything that carne across bis path. Ali bis vilifications, sarcasms and purely personal attacks were declared in order by the Chair, in spite of the rules forbidding them and in spite of protests from several members of the House. Encouraged by the favorable but erroneous rulings of the Chair, the gentleman from Iloilo, even after 1 had already withdrawn the amendment to which he was objecting, proceeded with bis unkind attacks against me, proclaiming to the seventh heaven that 1 am a mere appointive Representative and cannot pretend to be a better guardian than he, of the public funds. . To cap it all, Mr. Speaker, after the speech of the gentleman from Iloilo, I asked the Chair to be allowed to reply thereto, but that permission was denied me contrary to all precedente. 1 say "contrary to ali precedents," because a similar thing happened last year between me and another gentleman of this Chamber, and I was allowed to reply. Other members of this House have always been given the privilege of replying whenever they are similarly assailed. I rise now for the purpose of registering my protest, however feeble and unavailing, against ali this manifestly improper precedure, procedure unworthy of that seriousness and decorum which should characterize deoates in this Chamber. Those who are our systematic detractora here are strong enough numerically. They can outvote us on every proposition, however righteous and justified it might be. I claim that it is not fair for them to take advantage of this numerical strength in order to abridge our freedom of parliamentary action, much less to resort to personal abuse. If they must kili propositions coming from us for no other reason than that they come from appointive Representatives, Jet. them do so; but for them to attempt to muzzle us even at the sacrifi.ce of rules and precedents, is absolutely unjust. It is a sad commentary on their intolerance. We stand at the bar of the sense of dignity and fair play of these opponents of ours here. · We plead gµilty to their favorite sarcasm that we are mere appointive Representatives. With or without mental reservations, we recognize them as our peers in • parliamentary ability and tactics. We acknowledge that they are here by popular sutfrage and that on their brow is the halo and the aureole of that cabalistic phrase "popular sanction," while we, we have only the fragile and already despised J ones Law to hang on and invoke for ourselves whenever the storms of their indignation and abuse are Jet loose in our gardens. Such is ihe irony of fate and such is our political temperament in this country, Mr. Speaker, that even i~ there is absolutely nothing in our conduct here in this Chamber which is subversive of our national interests, we still have to be discriminated against in almost everything, and ever so often vilifi.ed on the ftoor and branded by caustic epithets. For the time being, we accept the situation with passive protestations, because we know that in a democracy which, aCcording to common verdict, is at best the triumph of mediocrity the world over, the will of the many is l~w. whether just or unjust, whether right or wrong. We refuse to be muzzled,. however, beca use whether our detractors here like it or not, we are as much Representatives as they are by virtue of- the same Organic Act to which they. owe their representative character, and in our humble capacity as such appointive Representatives, we have our duties to perform as we see them, and we mean to perform those duties irrespective of ali prejudice, all vindictiveness, and all discriminations against us.
