EDITORIAL YES SAYRE The stand of the new United States High Commissioner, Francis B. Sayre, expressed soon after his arrival in Manila October 21, to the effect that any alteration in the present provisions of the Tydings-McDuffie Act must result first from a request from the Filipino people and then from Congressional action, again leaves no doubt as to the prelude and modus aperandi for change. Recent events in the Far East have made it obvious to all who are in touch with the situation that certain of the conditions of the independence act should be amended. If such amendments are to be made for the joint benefit of the Commonwealth and of the United States, they must origin in the Islands.
