[This article highlights the launching of the bilingual programs by the Ministry of Education and Culture to Philippine ethnic groups. The said program is designed to promote literacy both in the native language and in the country’s two official languages -- Pilipino and English. ]

Breaking the language barrier Communication difficulties have prevented many Philippine ethnic groups from participat­ ing fully in the national activity. In an effort to bridge this language barrier, the Ministry of Education and Culture, in cooperation with related agencies, has launched bilingual pro­ grams in such places as Bukidnon, Batanes, Mountain Province and Zambales, designed to promote literacy both in the native language and in the country’s two official languagesPilipino and English. The program calls for technical and in-service training for teachers as well as authors of bilingual textbooks. The objective of the program is to integrate the ethnic groups into the mainstream of Philip­ pine society by opening up avenues of com­ munication between them and the govern­ ment as well as with other sectors of the pop­ ulation, and at the same time preserving as much as possible their original lifeways. 1-15 August 1978 FZag ceremony is integral part of ethnic educational program. uble time.
